The Lifting Operation and Lifting Equipment Regulations (LOLER) were made under the Health and Safety at Work Act and came into force on the 5th December 1998.
This regulations states that any lifting mechanism that is fitted to any commercial vehicle is subject to legislation.

Typical mechanisms being used:
  Equipment fitted to refuse collection and waste vehicles for raising, lifting or dragging bins/skips etc
  Tail lifting equipment for the raising and lowering of goods/persons into commercial vans or mini buses etc
  Access or inspection platforms
  Mechanical excavation and or lifting devices such as JCB`s & Hiab`s etc
 
The legislation states that only competent and suitably independent persons with extensive practical, theoretical knowledge and experience are allowed to complete the inspections.

The regulation also insists that each vehicle should be inspected at least every twelve months and recommends periodic inspections to monitor progressive and gradual wear on moving parts.

Where the equipment is designed/required to carry passengers the equipment should be inspected every six months.
